Background

AQUITY Innovations NPC, a Section 21 South African-based registered not-for-profit organization, was established in 2010. Our mission is to promote access to quality health and social services through innovations and technology. AQUITY’s programmatic focus areas include HIV, TB, health systems strengthening, capacity development Orphans and Vulnerable Children as well as other interventions targeting key populations.

Programme and Vacancy overview:

AQUITY Innovations NPC has been appointed by the National Department of Health to serve as one of the GLOBAL FUND TB Sub-Recipients (SRs) in South Africa. The project activities are implemented in Mpumalanga (Ehlanzeni district) and Eastern Cape provinces. (OR Tambo and Buffalo City Metro districts). The current grant ends in March 2022.
AQUITY seeks to appoint a Contract Officer to be based in Gauteng, Pretoria

Remuneration: ​Total Annual Cost to Company R 541,728.00 (R45,144 per month) ending in March 2022 and should be available immediately.

The contracts Officer is primarily responsible for the administration of contracts and consultant agreements, ensuring full compliance with Global Fund rules and regulations. The Contracts Officer will be the primary point of contract for contractual issues, provide guidance on contract interpretation, ensure compliance with the PFMA and AQUITY Innovations NPC’s policies and procedures, to successfully achieve project goals.

Lead in the development of Grant supplier contracts and SLA’s
Manage supplier performance against contract deliverables.
Process modification deviations for all procurements in line with organizational processes.
Organise contract meetings, minutes taking and conduct due diligences, site visits and provide redirection when where necessary.
Maintain Grant commitment schedule and purchase order tracker.
Provide guidance to the organization on contract management issue, as needed.
Respond to internal and external audit matters related to contracts.
Collaborate with AQUITY Innovations finance, Programs and NDoH – GF PMU teams to monitor contractor performance.
Review contracts proposals, negotiates terms and conditions, and issues contracts agreements.
Participates in project start-up, implement, and close-out procedures ensuring compliance with terms and conditions of the contractual agreement and organizational policies and procedures.
Qualification & Experience:

3 years qualification in Business Administration, Accounting or equivalent.
2- 5 years’ experience in negotiating and managing contracts in an NGO
Knowledge of PFMA and Global fund rules and regulations regarding contracts.
Experience in drafting SLA’s & managing supplier performance
Strong written and verbal communication skills.
A team player with an ability to work independently in a fast-paced, multi-task environment;
Proficiency in MS Offices software, with extensive knowledge of MS Excel.
Critical thinking skills and the ability to research and understand legal documents, financial reports and technical documents.
Should be in possession of a valid SA drivers license and be willing to travel between Districts(OR Tambo, Ehlanzeni and Buffalo City Metro).
